The agreement has an estimated value of NOK 200 million, with options of around NOK 600 million. It includes multidisciplinary consultancy and design services supporting the expansion and modernisation of Haakonsvern. The contract runs for four years, with the possibility of a five-year extension. Multiconsult was nominated for the agreement in October 2025, and following a standstill period and a decision by Oslo District Court, the contract has now been confirmed.

Multiconsult Norge will provide multidisciplinary consultancy and design services for the base’s infrastructure, working closely with the Defence Estates Agency and the Royal Norwegian Navy. The design team includes LINK Arkitektur, LPO Arkitekter and Asplan Viak.
The 2024 Fleet Plan supports a major expansion and upgrade of infrastructure and facilities at Haakonsvern, the main base of the Royal Norwegian Navy. The base will accommodate new frigates, standard vessels and submarines, requiring significant improvements to quays, harbour logistics and specialised buildings.
